Chief Executive Officer (CEO) for Comprehensive Youth Services, a small non profit located in Mt. Clemens, MI.

POSITION PURPOSE

The CEO is appointed to assist the Board of Directors in Formulating policy, directing and conducting the business of the organization, and acting as a liaison between the organization and Board of Directors.

RESPONSIBLE TO/AUTHORITY RELATIONSHIPS

The CEO is responsible to the Board of Directors for the overall functioning of the organization. This responsibility includes, but is not limited to, ensuring the continuation of the organization through the effective control, utilization, and conservation of the organization's physical and financial assets, the recruitment and direction of clinical and administrative support staff, and delegating authority and responsibility to key staff and operating personnel as required by the nature of the organization's mission, goals, and objective.

The CEO directly supervises the Human Resources and Operations Officer, the Chief Financial Officer, Accounting Specialist, Development Director, and the Program and Clinical Directors of the divisions of Comprehensive Youth Services, Inc.

Very. The Position requires knowledge of all aspects of the organization and the decisions made impact all levels of the organization.

EDUCATION

The CEO will have a minimum of a Master's Degree from an accredited college/university. Their course of study should be weighted in mental health or a related professional field, such as, but not limited to, social work, psychology, criminal justice, or counseling.

EXPERIENCE

A minimum of three years of experience in planning, implementing, and evaluating human service programs. Experience in working with youth. Experience in managing financial programming of a service agency.

Experience may be substituted for a professional degree when it is carefully evaluated, justified, and documented by the Board of Directors.

  • The ability to establish and maintain harmonious working relationships with staff, clients, other professionals, the Board of Directors, stakeholders, and the public.
  • The ability to meet the physical and mental health requirements of the position.
  • Knowledge of Quality Improvement processes. COMMITTEE REPRESENTATION

    CEO is the Chairperson of the Quality improvement and Credentialing Committees, and is an ex-officio member of all other committees.

    MAJOR POSITION ELEMENTS AND SCOPE OF RESPONSIBILITY
  • Oversees, supervises, directs, and is responsible for all administrative functions of Comprehensive Youth Services, Inc. and its clinical programs.
  • Formulates the goals and objectives of the organization that are consistent with the mission and polices of the organization.
  • Formulates plans and procedures designed to accomplish the stated goals and objectives of the organization.
  • Maintains a collaborative presence in the community and strengthens community relationships through continuous outreach efforts.
  • Supports the Development Director in securing short and long term donors, community relationships, and funding opportunities.
  • Directly, or through delegation, supervises the employees of the organization and establishes formal means of staff accountability.
  • Is available to all programs and devotes a sufficient portion of their time to the efficient functioning of each program.
  • Provides consultation, as needed, to Program/Clinical Directors.
  • Prepares, or delegates the preparation of and, as required, the updating of policies and procedures for Board approval.
  • Ensures that there is consistent conformity with professional standards, and those of licensing and accreditation bodies, and third-party payers.
  • Administers the finances of the organization; is responsible for the fiscal control of the organization and approval of budgeted expenditures of corporate funds.
  • Is responsible for ensuring that a monthly financial report is presented to the Board.
  • Has the authority to hire and discharge employees in all positions.
  • Ensures appropriate and adequate support personnel and clinical staff for achievement of the organizations goals and objectives.
  • Makes key support staff assignment's commensurate with the ability of staff to ensure the achievement of the goals and objectives of the organization.
  • Ensures employee performance appraisals are conducted.
  • Functions as liaison person and authorizing agent with all funding sources.
  • Attends all meetings of the Board of Directors and other Board Committee meetings the Board may designate.
  • Attends pertinent community meetings.
  • Represents Comprehensive Youth Services, Inc. and its programs to community agencies and organizations.
  • Takes appropriate steps to anticipate needs and adapt the organization to changing circumstances and changing client requirements.
  • Assists the Board of Directors in formulating policy by preparing the following documents:
  • Short-term and long-term plans for the organization.
  • The nature and extent of available funds and other organization resources.
  • The organizations clinical and administrative operations, and facilities.
  • Evaluations of the efficiency and effectiveness of the organization and its programs.
  • Budgets and financial statements.
  • Safety reports.
  • Sanitation and infection control reports.
  • Recommendations regarding the clinical privileging of prospective and ongoing professional staff members.
  • Ensures that the items a through h immediately above are addressed in meetings of the Board of Directors and, as appropriate, in the CEO's annual report to the Board of Directors regarding the organization.
  • Ensures at least annual review by the Board of Directors of the organization's policies and procedures.
  • Is responsible for, or delegates responsibility for the maintenance of reports, and business-related, and corporate documents.
  • Ensures that there are minutes of the meetings of all committees of the organization.
  • Acts in other capacities, and performs related and other duties, as determined by the Board of Directors.
